Party on the main street in Palolem:

What you see here is crowd of dancing people in front of a moving car with disco-lights and music. Main car was followed by another which carried power generator to keep the music going (electricity shuts off randomly here). 

If I understand correctly, disco-car was going from main stage area to the beach and crowd just gathered in front of it to dance, blocking it. That's how they party in India.
